Plans, develops, organizes, manages, and maintains diverse and comprehensive health and wellness-enhancing programs and initiatives addressing all aspects of the physical domain of Warrior and Family strength. Assists leaders in increasing soldiers’ motivation, improving nutritional education, weight management, fitness, and physical training programs. Ensures information on no-cost resources (examples are Military One Source lifestyle coaching, Army MOVE! online classes) is disseminated and reaches Soldiers who are challenged. Assists deployed members’ families with local YMCA membership benefits. Ensures the goals, objectives, and purposes of the programs are well-publicized throughout the Alaska National Guard. Programs primarily serve a population of Army Active Guard and Reserve (AGR), military technicians, Traditional Guard members, Federal civilian employees, and on a secondary basis, other authorized customers, to include: military dependents, etc. Develops and implements programs to enhance Soldiers in meeting regulatory requirements for weight and physical fitness as well as improving the health, wellness, productivity, and longevity of all employees. In partnership with the Alaska 207th Multi-Functional Training Regiment, directly supervises physical resiliency aspects of 2-3 Warrior Leader Courses per year with cohorts of 50 students, led by a cadre of 4-8 Squad Trainers during (cumulative) 29-day events, ensuring appropriate Physical Fitness training sessions are professionally planned and executed. Key stakeholder in Warrior Leader planning and collaboration. Imbedded mentor, fully accessible to students throughout each event. Stays connected with cadre and graduates through social media (i.e., Warrior Leader Home Page on Facebook), email, and phone calls. Networks to develop and enhance strong relationships with strategic partners from science, academia, and research institutions (such as the Army Physical Fitness Research Institute, Structure House Center for Weight Loss and Lifestyle Change, Army Center for Enhanced Performance, Military One Source Health Coaching, Army MOVE!, University of Alaska Anchorage, among others). Collects and analyzes data on course graduates to depict course efficacy, throughput, compliance/non-compliance trends, and return on investment. Follows up statewide with Warrior Leader graduates, ensuring linkages are made and maintained between Warriors/families and local armory resources. Assesses needs statewide for fitness equipment in armories. Communicates UFRC requirements through supervisor for G4 coordination in requesting and purchasing. Supervises and coordinates the use of indoor and outdoor facilities including: weight rooms; cardiovascular fitness rooms; outdoor jogging track; etc., to accommodate comprehensive fitness, physical training, and wellness programs. Ensures regular inspections are conducted on fitness equipment, fields, and facilities with discrepancies documented and forwarded to the appropriate office for correction. Identifies requirements and initiates requests for additional personnel. Advises supervisor of significant issues, problems, and opportunities related to the accomplishment of the work. Applies a working knowledge of the Army fitness and physical training programs, policies, work methods, manuals, and other established guidelines as needed along with the understanding of the needs of the military physical fitness program. Manages and oversees the State’s Army Physical Fitness Training Test (APFT) Program. Ensures UFRCs (field fitness administrators/graders) are properly trained on the respective requirements and administration of the programs. Assists and encourages Soldiers who have been “flagged” for failure to pass the testing requirements, with priority to Warrior Leader graduates. Through a comprehensive analysis of the soldier(s) weight/body fat and fitness test results, develops, implements, monitors, and trains the UFRCs to implement improvement plans that will allow their Soldiers to be successful in meeting the requirements. This analysis will not only include physical fitness, but also other physical or psychological impact concerns including nutrition and potential medical issues. Works as a team member on the Warrior Resiliency Program including dieticians, physicians, community health workers, and others. Participates in the State Safety Council, representing the physical domain of fitness; leads working groups to achieve desired outcomes as directed by the Council or supervisor. Develops comprehensive fitness programs, utilizing the State Headquarters as a Beta/Test site for statewide implementation. Monitors and documents program results. Identifies training requirements, measures of effectiveness, and assesses training programs for statewide impact. Conducts follow-up coordination to improve processes and outcomes. Partners with the Personnel Services Center to gain data from databases of record, on members’ official current status (whether fitness tests are taken and recorded at regulatory intervals). Mines data as needed to present the State of the Force to AKARNG leadership, and to demonstrate programs’ and initiatives’ effectiveness at producing desired outcomes. Maintains current knowledge and skills on regulatory requirements, new equipment, materials, or changes in operations. Conducts staff training in fitness- related programs. Establishes and maintains business relationships with professionals outside the military community such as local and state health departments and organizations (i.e., American Red Cross, American Heart Association, etc.) to enhance partnerships, knowledge, experiences and resources, and to minimize duplicating efforts. Obtains fitness and physical training information from a variety of sources, including social media, professional organizations, journals, textbooks, government publications (local, state, federal), colleges/universities, local gyms, medical centers, professional conferences, county Health Departments, and the internet. Must stay up-to-date and communicate to the target population and persons that are interested in the success of the programs, the physical fitness needs, concerns, resources, and of advances and changes in the areas of exercise physiology, lifestyle management, nutrition, and physical conditioning. Plans and organizes periodic statewide team competitions (such as weight loss, smoking cessation, fitness) including all customer support categories. Plans and coordinates periodic health and wellness fairs with local hospitals and health providers, and creates Standard Operating Procedures (SOP) for UFRCs to follow in replicating such efforts at the local level Develops strategies and partnerships to improve the nutritional value of meals served to Warriors, and to improve vending options statewide. Develops liaisons in order to facilitate educational programs, such as a lecture series by medical professionals (video-recorded and posted on the AKARNG intranet for all units to utilize), or video/phone conferencing weight loss support groups, thereby improving the motivation and wellness education of all employees statewide. Makes recommendations for improvements in funding and other support services. Seeks out educational posters and training aids for all armories and works with G4 on distribution plans. Develops, prepares, and documents periodic program plans and annual budget requirements with supporting data to assist in validating the need to purchase, replace, or repair program equipment and supplies. Completes local needs assessments and/or local surveys annually to determine customer needs and incorporates these findings into an annual program plan. Uses customer feedback to promote program changes and justify expenditures. Determines adequacy of facilities, identifies additional needs, and recommends facility construction/alterations and renovation projects and monitors repair and maintenance of existing facilities and equipment. Coordinates with and assists the Facilities Management Office (FMO) and engineers on requirements related to construction or renovation of new indoor and outdoor fitness facilities. Coordinates with the FMO and others regarding requirements for maintenance and repair of fitness facilities and purchase and installation of new equipment. Coordinates and implements plans and policies to ensure facilities and programs are in compliance with established safety, fire, and environmental directives. Consults with ground safety office and civil engineers to report and correct any ground safety hazards. Attends training as required for success, such as the Unit Fitness and Resilience Coordinator Course, Flash Forward Resilience Training Leaders Course, Life Ties Family Resilience Course, Master Resilience Trainer Course. Participates in conferences, workshops and working groups at the local, state, and national level, to stay current and capture Best Practices for consideration. Conducts site visits as needed to evaluate Best Practices for implementation in Alaska. Works with the Family Program, Youth Program, attends Care Team Meetings, monthly Master Resilience Trainer phone conferences, weekly J1 meetings, and briefs a Physical Resiliency slide at the Deputies’ meeting each week. Periodically meets with Senior Command trainers to review policy and intervention strategies for Soldiers who fail to meet standards. Serves as Subject Matter Expert for Physical Resilience. Prepares and conducts classes and briefings at the unit, state, and national level as directed. Prepares handouts and other support materials as required for all physical resilience efforts and initiatives. Coordinates with the Public Affairs Office (PAO) to support physical resilience efforts through media partnerships and mass media. Works with the PAO to provide well-researched articles for the Warrior Magazine, responses to the AKNG Home Page Blog, and to produce Command Messages of interest to the diverse constituency of AKNG employees. Publishes weekly an update for all members of the AKARNG to keep them informed of fitness activities available in the State. Performs other duties as assigned.

Specialized Experience is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position.
To qualify for this position as a GS-09, you must have at least 24 months of Specialized Experience as it relates to the following KSAs:
- Knowledge of management principles, organizational theory and techniques of analysis.
- Knowledge of agency administrative guidance and operating procedures.
- Analytical ability to develop information required to determine feasibility and legality of proposed program and operational plans.
- Knowledge of and ability to prepare and present detailed briefings to the chief, management and other involved individuals on subjects pertinent to the organization’s functions.
