Incumbent serves as the supervisor and has complete responsibility for the Region's cadastral, boundary line location and maintenance, geodetic, rights-of-way and wilderness area boundary surveys. Also responsible for providing the Region with technical and professional expertise in all aspects of survey technology, methods, procedures, geographic information systems, and automated mapping. Assists the Chief Land Surveyor in representing the US Fish & Wildlife Service on national committees with responsibility for defining new standards, techniques, and methods for complex technical and scientific issues. Develops regional policy, standards, and contract specifications for the land survey and mapping program. Serves as the regional and Service representative on land survey matters with other agencies; private landowners; professional societies; and federal, state, and local organizations in the states of Colorado, Utah, Montana, Wyoming, North Dakota, South Dakota, Nebraska, and Kansas. Will be responsible for technical advice and direction in operational problems that will include: survey design and measurement, analysis survey information systems, deed interpretations and boundary descriptions, etc. As the Chief of the Survey Branch, performs the overall planning, establishes work schedules and priorities, assigns and reviews work of staff. You must provide your license/registration number to verify this.** SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: One year of progressively responsible experience equivalent to at least the next lower grade level (GS-11 grade level is qualifying for GS-12 grade level) that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position. Qualifying specialized experience includes performing at least two of the following: 1) applying land surveying disciplines (e.g. mapping, legal description, construction, and deed interpretation; 2) utilizing Federal and State laws and regulations relative to land conveyances, surveying and land surveying case law; 3) employing Federal and State administration procedures and terminology related to water and mineral rights; or 4) operating electronic measuring systems (e.g. photogrammetry, remote sensing, computer software, Global Position Systems, Electron Distance Meter, and Land Information Systems). GS-13: One year of progressively responsible experience equivalent to at least the next lower grade level (GS-12 grade level is qualifying for GS-13 grade level) that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position. SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE None This position requires completion of a specific course of study as reflected below. ALL CANDIDATES, including those who currently or have previously occupied a position in this job series, MUST submit a copy of their transcripts to document that they meet these educational requirements. If the position being filled requires specific classes or a specific number of credits, candidates must ensure that the transcripts submitted show completion of those courses or credits. *Foreign Education: Education completed outside the United States must have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials, commonly called a credential evaluation service or education that is recognized by the Secretary of Education from an accredited body. BASIC REQUIREMENT: A. Successful completion of a 4 full year course of study at an accredited college or university leading to a Bachelor's degree or a Bachelor's degree or higher in land surveying; or civil engineering with a surveying option/emphasis. For the civil engineering major courses included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments. NOTE: You must submit a complete, legible copy of your transcripts to verify college courses. OR B. Combination of education from an accredited college or university and experience--courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience or additional education that furnished a thorough knowledge of the physical and mathematical sciences underlying professional land surveying. NOTE: You must submit a complete, legible copy of your transcripts to verify college courses and your resume must support experience. OR C. The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or the District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor. NOTE: You must submit proof of your registration based on successful completion of the written examinations.
