DUTIES: Back to top This position is assigned to the LOAN ACCOUNTING OFFICE, Policy, Accounting, Reporting and Loan Center, Loan Accounting Office located in St. Louis, MO. · As a developing professional accountant, performs duties designed to enable the employee to achieve greater responsibility and experience in applying the knowledge of acceptable principles, procedures, and practices to program accounting. · Assists senior specialist in performing professional accounting work applying extensive and detailed knowledge of accounting practices and principles. These duties may include operational accounting functions, such as appropriation accounting, fund control, internal/external reporting, and/or assessment of system needs, alternatives, and solutions in the formulation of program(s) designs, consultation/liaison between Washington program officials, operating divisions and top management with the FMD for specific national programs. · Responsible for assisting in the operation of a variety of assigned automated accounting system and mixed financial systems/subsystems within the operating divisions as well as local, State, and National offices in compliance with generally accepted accounting principles and standards and the provisions of the Chief Financial Officer’s Act. Basic Education Requirement This position has an education (basic) requirement that all applications must meet. A degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. The 24 hours may include up to 6 hours or credit in business law. OR A combination of education and experience - at least 4 years of experience in accounting or an equivalent combination of accounting experience, college-education, and training that provided professional accounting knowledge. Combination of education experience includes one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR a Certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined a demonstration and a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in the paragraph above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, education, training, and experience fully meet the specified requirements. You may qualify at the GS-07 level if you meet the Basic Education Requirement and have the following qualifications: One full-time year (12-months) of specialized work experience equivalent in difficulty and responsibility to the GS-5 level in the Federal service performing successfully the duties of this position, and that is typically in or related to the work of the position to be filled. Professional knowledge of the concepts and principles of accounting needed to perform entry-level work to apply basic theories and principles to carry out well-defined accounting practices. OR Superior academic achievement (refer to the instructions for Superior Academic Achievement in this announcement) with a bachelor's degree from an accredited university in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. The 24 hours may include up to 6 hours of credit in business law. OR Successful completion of at least one full year of graduate level study or possess a master's or higher degree, e.g., LLB. JD, LLM, Ph.D., etc. from an accredited university with a field of study in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. The 24 hours may include up to 6 hours of credit in business law. OR Less than the full amount of graduate education described above and less than the amount of experience, or a combination of the type of graduate education and the type of specialized experience. You may qualify at the GS-09 level if you meet the Basic Education Requirement and have the following qualifications: One full-time year (12-months) of specialized work experience equivalent in difficulty and responsibility to the GS-7 level in the Federal service, performing successfully the duties of this position, and that is typically in or related to the work of the position to be filled. Professional knowledge of the concepts and principles of accounting needed to perform assignments designed to provide experience in the practical application of accounting concepts, principles, procedures, and techniques; and provide experience in using the specific procedures of automated accounting system to find, review, or change accounting data in automated files of transactions, ledgers, accounts, and summary reports and financial statements. OR Successful completion of at least two full years of progressively higher level graduate education leading to a Master's degree or equivalent graduate degree from an accredited university in accounting, auditing, business administration, finance, or public administration or other field directly related to this position. OR Combination of graduate level education and specialized experience that qualifies me for this position. Only graduate education in excess of the first year (18 semester hours) may be combined with experience under this standard.
