The Appraisal Organization is responsible for Appraise and Select stages of BP’s CVP stage gate project development system. The process engineer provides technical expertise on BP Alaska’s production facilities, develops study scopes, interfaces with facility engineers, technical authorities, and engineering contractors, and reviews study results for compliance to project goals. The process engineer is responsible for defining, setting up, and performance managing technical activities and studies for front end appraise and select project stages.. Areas around the project scope, design, and HSSE to meet the agreed Life Cycle, Business, and Operability targets agreed with the Project Development Manager (PDM) This position is accountable for management of engineering risks/interfaces via safety critical design measures (SCDM) and Inherently Safer Design (ISD) starting in the early phase of projects. The Process Engineer reports to the PDM in appraisal organization. The process engineer is accountable for ensuring definition of and timely delivery of quality engineering studies for projects assigned and will take direction for those deliverables from the PDM. The process engineer will make sure that the project follows applicable process and procedures, and Alaska, BP and Nationally Recognized Engineering Standards. Key accountabilities Accountable for definition and delivery quality of engineering deliverables produced by the EPMS contractors, its engineering sub-contractors, and/or specialty contractors. Accountable for timely deliver quality and reliable engineering studies within schedule and budget Accountable for ensuring conceptual designs meet Engineering Technical Practices (ETPs) and Site Technical Practices (STPs) Accountable for the development and implementation of the project specific engineering and quality plans that covers front end engineering design (FEED) Ensure engineering input into project schedule Ensure that Safety Critical Design Measures (SCDM) and Inherently Safer Design (ISD) are properly applied to the engineering of the selected option in accordance with SPU requirements Ensure Safety Critical Equipment (SCE) and Sparing Philosophies are well defined and documented in the State of Requirements (SOR). Provide engineering input to the overall project preliminary execution plan that includes engineering design implementation philosophy, quality and reliable engineering plan, fabrication/construction considerations in design, life cycle design basis, technology selection, design reviews, risks/interfaces mitigation approach, and, preliminary contracting strategy Provide design guidance, review/approval of alternative design approaches Establish design/peer reviews and VIPs as appropriate for projects at the correct time in the project cycle/stage, e.g. HAZOP, PHSSER, HAZID, CHAZOP and other technical reviews applicable for “Appraise” and “Select” stages. Ensure BP Engineering Technical Reviewers are identified and are available for critical reviews. Verify the adequacy of the reviews, and assure the involvement of appropriate personnel and closure of all items identified. Follow up on the action items resulting from such reviews Ensure the Design Philosophies, Statement of Requirements, Basis of Design and Engineering Plan are developed and adequately captured and satisfy process safety, and reliable and efficient operations goals while meeting the optimal business case Ensure a life cycle design basis model is developed and used in deciding amongst alternative concepts/designs including commissioning and end of life decommissioning. Ensure relevant engineering documentation is complete Ensure major decisions are reviewed with the EM/EA for final approval. Essential Education A minimum of a bachelor’s degree in an engineering discipline Essential experience and job requirements Extensive experience in engineering design, operations, maintenance, and/or reliability in E&P. A minimum of 10 years experience is required. Experience in managing project design, engineering, and or project management. Strong knowledge of engineering design principles, codes, industry standards, and the implementation of those in stage-gated projects. Licensed Professional Engineer in one or more states (preferred). Desirable criteria & qualifications Experience in managing engineering contractors. Familiarity with MPcP, SPCP. AHB and other BP procedures. Understand Alaska permit processes, and surface and subsurface processes typical of E&P.
